At these levels it doesn't make sense to dilute. If the CEO wanted to raise $1 Million he would have release nearly 2 Billion shares and cause the price to tank because most of the money raised would be at a low level .0002 and below. It would make more sense to cause a short squeeze to cause a rise is the price and dilute from a higher level. If the stock was at 2 cents then the dilution needed would be about 75 million shares or a dilution of 27% compared to a dilution of 750% at these price levels.
