Testimony from the director of the PUC was leaked. In his testimony he stated he could not recommend approval of the PPA "as filed". This apparently caused a number of holders to panic thinking the PUC was going to deny LLEG approval. Had a pretty substantial selloff dropping the pps about 23%.
