So this PR tells us that the company must ascertain who are the stockholders of record. Then they will do a mailing. If you noticed, the PR was about

Stockholders will discover the date when these shares can be traded when FINRA makes the announcement. On 11/30/2010 the company issued this PR http://ih.advfn.com/p.php?pid=nmona&article=45440363stating

The Company will announce official filings and provide guidance as to target effective dates as it progresses through the process and receives regulatory approvals from SEC/FINRA.
