Now you say the float is "locked?"

Is that a contradiction? Please explain.

Assuming the float is locked, as you suggest, dilution, by definition, is NEW shares issued by the company. Whether a company is diluting is immaterial to an existing share "float lock," at least with respect to non-filing pink sheet stocks IMO.
