kei - FWIW, I would agree that it seems unlikely Citi will do a R/S. Considering the pps is <6% away from the magic $5 point where many funds can begin adding C, it seems more likely the price will get there soon and move higher (mid $5 range?) quickly. Once that takes place, it seems to me the more probable scenario is that C begins buying back shares. I don't think the dividend will be restored to any substantial amount for a year or two.
