CBIS; Dividend and other questions

Hi I'm a newbie to this stock. I read a bunch of threads about dividend news. What exactly is being proposed. I understand that the news may get postponed some more, and thats ok; but what is it that may happen with a dividend and CBIS?

Second question, I bought 10,000 shares. Is that enough? My gut tells me I should buy 10 times that at like 100,000 shares.
