bern, are you sure you are not confusing Smoker's Option with SFIO's e-cig. Smoker's Option is readily available. As of right now they are available in the USA without nicotine.

I talked with someone at NASCO and besides being in other states, they recently have introduced Smoker's Option in Georgia.

I may have misinterpreted your post. I think what you were saying is that SFIO's 'pot' cig is not available yet.
