Perhaps Chavez is the exception to the rule, but dictators are rarely benevolent in the long term.



The form of government does not matter. Be it a dictator (on one end of the spectrum) or a democratically elected government, no government can afford to supply all the needs of its populace for more than a short interval. The individuals that make up a society have to be productive and self supporting for any society to exist for a prolonged period of time.

For that reason, we are perilously close to being a failed state.
