At what point do you buy stocks on a technical basis?

VLXC 20 day avg. 1.28
50 day avg. 1.65
200 day avg. 1.58

Or do you wait for a "break-out"? I'm not sure what the pivot point for VLXC would be. You are better at technicals than me.
