It's sounding more and more like

the "Conditional" is in!

It's the safest way for the Board to go. Most conditions have been met.
CGI is willing to work with everyone on any remaining issues or requirements. It's a Win/Win.
The Board cant lose. And, trust me, thats first and foremost in their minds.

The only question then is " What Conditions".
