Federal regulators (SEC) on Wednesday proposed new reporting requirements for public companies that operate mines, pull oil or gas out of the ground or use certain minerals from Africa in their products.

The above seems to suggest that it is about the violence in Congo and if goods are exported by economic benefit means to the USA as a result. I say BS. It is a smokescreen by the SEC to control all African( in particular West African)out of control gold mines and oil exploration pink sheet/OTCBB stocks.
