Mr. Prokhorov is not involved with the unsolicited bid as an individual that is completely correct, However ONEXIM (OXM) bid is still valid until proven invalid. SAEI never said Prokhorov made the bid, the only thing mentioned was that he is in control of OXM and possibly he himself or someone else from the company making a bid under company's name.

These allegations still don't seem valid to me cause as much as you may find flaws in SAEI statement you should be able to see the same flaws in claims that SAEI is scam if you use the same objective view.
