"Rustamov and Prokhorov had intentions to buy an American company with assets in Ukraine" Thats what it says. We now know that Prokhorov denied making any offer. Rustamov still didn't deny anything. Lets hope SEC halts it, if it is a scam. If not, than somebody is going to jail, either way.
