True it is up to the investors but according to Gelmon they have no plans to increase it at this time.

All I can tell you is there hasn’t been any conversions in some time and I am not expecting any as of now. Obviously that is up to the investor and I am not privy to any of their plans. As such, we have no plans on increasing the authorized capital at this time.
