Years ago a friend of mine owned a hobby shop. If he bought a model engine made in the USA it came complete but if he bought a foreign brand it usually came without the glow plug which made it a incomplete assembly. He asked a distributor why and the answer that he got was taxes. If the foreign made engines were complete and ready to run the taxes imposed on the manufacturer would be much higher therefore increasing the end users cost. I would assume e-cigs shipped incomplete are due to the same reason. Just my opinion.
