Not in 2011 and not where Laidlaw is the primary equity holder.

Why did Laidlaw sell out of Berlin?

Laidlaw had to finance 99% of the Berlin project. The reason they sold out was to develop projects that they could be majority or primary owners, not just developers. If they receive no money from Berlin, they have no working capital, and find themselves right where they have been for the last 3 years. They would have to finance 100% of future projects.
