Well you have to ask yourself, who would want to keep the price down while the company wants it high for a higher buyout number?
I think the logical answer to that (besides people with a short interest) would be people interested in buying the company. They want to keep the share price as low as possible so they can buy it on the cheap. This report validates the company's claim to staggering and mind-blowing gold and other mineral deposits so they can't keep this down too much longer. Just keep buying on the dips and accumulate it - with this low of a float they will have a very great demand for shares and the price should go way up as a result.
