All of the information that is required under 15c211 is satisfied in the 10Q filings so it is not likely an information problem unless there were significant errors in the filings.

I'm thinking it must be the MM who filed the initial form 211 withdrawing from the market.

In any case, it appears an MM will have to file a form 211 before anything other than unsolicited quotes can be published.
