yeah, cleaned up implies the DTC fixes the errors the allowed, the SEC charges Pino and it is cleared for trading. BCIT spent hundreds of thousands of dollars only to have the DTC not allow trading.

Why would anyone invest more money in a mess the DTC made and wanted to sweep under the rug?

So it remains a shell. Blmae the DTC for that.
