I don't think we'll see about any funding plan. I think we're either going to find out they have somehow been funded for X dollars, or there won't be any funding. Jeff hasn't come across as a leader who fills in those who don't need to know with "ideas" or "plans". I'm certain he will only relay the status of funding once it is complete, or is dead. Nothing in between.
