He would have UNRESTRICTED rights to BAN ANYONE that he wanted, whether it was justified or not. One negative post and the culprit is gone forever...

That's my understanding of it. If precedent has been set otherwise, Matt needs to let me know so I can addres that in the Terms of Use.
