Bougainville might be "third world" in terms of economics, but they already have/had world class mining operations. They also have a decent trade organization which handles such ventures. Whoops, a organization where you have to register your operations, who oversee your leases.

Want to mine in PNG? You have to be registered and you have to show banking capabilities. Or you get cease and desist emails from Edwyn.
