Say Mach started a premium board on IHUB. Would he have had been allowed to delete the same posters from his premium board without any question

Not only delete the posts but BAN the posters as well...despite what ADMIN may tell you...that has been the practice on the PREMIUM boards. All he has to do is call it "MACH's STOCK CLUB"...and he is the Big Kahuna with full delete & BAN powers...
