Poor example since an individual only needs the means to regulate the power to the grid and for the power company to read what's being transmitted. No public forums, Nimbys, permitting, financing issues, state environmental groups and state regulators to deal with. Also the individual doesn't negotiate a sales price back to the utility and then have to have it approved.

Your example is like comparing someone building a shed in their back yard to a corporation's plans to build a 30 story office building.
