From my experience companies usually go silent for long periods of time before an R/S, and from reading the PR's it seems like ICBS has been diligently working.

If they were planning on doing an R/S in the near future they wouldn't waste time and money on PR's at the current PPS... It wouldn't be business wise. However, I will try to confirm this from my sources and report back to the board.
