The bid/ask has been 0.0003/0004 all day.

The 4 trades for 25 million were at the bid price of 0.0003 which is how the company dumps shares. They look for someone who thinks they are getting a good price buy buying at bid. It has been that way for a very long time here.

The 250k buy after those trades was at 0.0004 thus "raising " the quote to 0.0004.

You could probably put a trial big share order at 0.0002 and if the company needs the cash enough they will grab it. Probably not today though 'cuz they already hooked their sucker
