maybe in Cali it is different? but in "Joisey" if there are no doors nor seatbelts amongst other safety items---- Well, you just arent operating this thing on the public roads... (legally that is).. leads to "commercial usability/applicable future sales"....

Now, the "infastructure" (IE: meter reader,perimeter "prison" security,city "land" security etc..) does not have to follow the same rules and regulations...per say...

"Green Car" ends up looking like a glorified "Golf Cart"
