if O/S is 77 million and the float was at once 12 million then the 65 million difference (77mil-12mil=65mil) of which some is restricted shares may have become UNrestricted shares and sold into the market; thereby increasing the Floatable shares but not the outstanding share count. The IR guy said that can change daily and he can tracked the Outstanding but not the float.
