Appeals must be regarding a matter of law. IF there is any discretion at ALL involved in this - no appeal on that basis. IMO, that is why the judge has asked Williamson to submit an argument that the judge can say gives him that discretion.
This judge is SEARCHING for a reason to usurp the plain language and that bothers me greatly, for obvious reasons.
