Consolidation happens after a run in the stock price. When the longs of a stock took $$ off the table and refuse to sell any shares any lower than a set price and start buying (AKA Support level), and the sellers (AKA Flippers) have sold and do not sell below that support line and start buying.

This causes what is known as a base. You will see it in the chart when the price of the stock runs horizontal for a few days on moderate volume. This is where you place your BUY BID for the next rally.
