I don't know for sure, but the warning was essentially against doing a day's worth of work, then abandoning the equipment for a few weeks, perhaps while obtaining various things like financing, permits, etc. It needs to be part of ongoing work. So from that, I take it to mean that, other than taking a few days off for holidays, bad weather days (but not the whole winter), and maybe a few slow/dead days for scheduling, they need to have more than just an order.

That being said, if the ongoing work follows the order, then I suppose that might be sufficient.

All this is IMO, so please don't quote me on it.
