My husband is from Portland, OR. He says it is famous for its rainfall. I'm surprised you are low on water. Now he does say that the snow packs have been significantly lower these past few years. Probably that is what the problem is.

These things tend to run in cycles. I'm sure it is a temporary problem. You could try praying for rain, but I must warn you... we keep getting floods when we do that.
