Well, you apparently have failed to connect the filing of the "provisional" patent last year. Burger said it was "composition of matter" and that is what this peptide is. If Moro retained the same subject of the provisional patent and this non provisional application is the required update to the earlier filing, then the earlier date of the provisional patent would apply and help stem any legal wrangling over patent interference.
