Mica said he believed the Federal Aviation Administration bill, which would lead to a satellite-based air-navigation system, reducing congestion in the air, could be passed quickly. Both the airline industry and the Obama administration want a bill passed. The House and Senate have each passed a version of the bill, but efforts to merge them stalled this year amid debates over several controversial provisions.

One sticking point was a measure pushed by Oberstar that would make it easier for FedEx Corp. (FDX) employees to unionize. Mica said that effort is effectively dead.

"Mr. Oberstar's gone and that issue is gone," Mica said.


He said the only remaining unresolved issue is a push by some senators to expand the number of long-distance flights at Reagan National Airport in northern Virginia. He said he believed that issue could be resolved quickly.
