You just answerd your own question.....dividend is proposed....not declared with a proposed record date of 30 Nov. Remember you are trading penny stocks.....if it gets delayed or process stalled with any update.....it will be detrimental to the pps....I hope it does go through....I hope either next week or the week after, it is declared...I want this stock to climb....and everyone who has been in it for a while to make money....
