This is clearly a case of the glass half full or half empty. I don't read that remark as having no plan. I read it as "The plan is to trake a moment to give the situation some judicious review, consider the best option and respond as appropriately as and as soon as possible."

No plan would be " I am just stumped. I give up. I don't know what to do or where to go."

Clearly, I don't share some people's negative attitude toward Dean. Call me a die-hard optimist but I do believe he has acted in good faith.

I am, on the other hand, suspicious of who is running the asylum and feel that if there is a vilain, it is the FDA.
