From what I'm getting, nope not waiting for Chile Congress. The words on the street from many peeps is waiting on the lawyer in Chile to finish up all the documents process. SAlt Gold is near the trapped miner. Therefore, things might be chaotic down there due to all the publicity. Just my guess for the reason for the lawyer delaying their filing.
