The key word there is "Overweight". What defines overweight? What is a reasonable allocation to the international sector that is showing all the strong global growth? I would argue that this "reasonable allocation" has been increasing rapidly in recent years among most investors. Most of us here are obviously ahead of the curve on this trend, I bet you the average investor is less than 25% invested in emerging markets and IMO that number will increase significantly going forward.
