There's a huge difference between the daily short report and the actual total. The daily is always way wrong because it shows all trades for the day that have not yet been settled, which is most of them.

The real monthly short info for HTLJ is found here:

http://www.otcmarkets.com/stock/HTLJ/short-sales

As you can see, there are basically ZERO short positions.
