I will answer your question and a little more. The 10x silver recovery is independent of the fertilizer production. It could be done on its own if the goo availability was there.

The photo chemicals were being used for both creating fertilizer AND silver. The same photo chemicals (goo) is used to create both. The fertilizer side of the mix is a little more complicated. Some fertilizers require an additive of a certain chemical to the mix. Some of these have a shelf life. It was determined that one of the additives could be recovered from the goo. This meant wait until the order came in for that mix, and then process the goo. This decision would save money, but would also lose some sales. With no cash to buy the additive separately, a decision had to be made. One could question the choice made, but it was not ours to make.

I do not know if both processes are or can be run at the same time, but I would think that it would be expensive to store the goo until it is needed for the "other" use. That means that to use the goo only to recover the silver has not been a viable alternative.
