People are fixed on the wrong date
The 26th was a preliminary meeting with the DRMS to go over things that needed to be done before the Colorado Mined Land Reclamation Board (CMLRB) Permit Decision.
CMLRB Duties and Activities
In the Minerals Program, the Board implements the Colorado Mined Land Reclamation Act and is
actively involved in the decision-making process for controversial permit issuance and enforcement actions. The Board:
Approves or denies permits and permit
modifications when there has been public
comment.
Issues violations
Sets civil penalties
Sets Program policy and promulgates rules
Revokes Permits and Forfeits bonds.

November 17th is the day we are waiting for, or the following day for a PR. If the approval is to late in the day for a PR Release.
