Because there is no need to request new clinical trials at this point. ARNA needs to resolve the carcinogenicity issue first. FDA can always request new clinical trial later. I doubt FDA will allow ARNA start any new clinical trial at this point unless carcinogenicity can be resolved to FDA's satifactory.
