As long as you are an American citizen, I think you can open your Zecco account online.

As far as the TDA restrictions go, I've had more than a few in the last few years. Some are warranted, others are not IMO. It would be nice to see or hear the criterea they judge some to be worthy of trading and others not. It may be something they see on their LvL3 tier which common investors aren't privy to. Legally we can only see lvl2.
