EDITED: It can get tricky to truly understand how different state agencies operate and how they communicate.

For instance, I checked NYDEC's Environmental Notice Bulletin periodically for a few months looking for JBI's completed application submission. But only when I e-mailed NYDEC about the ENB did I find out those apps announced in the ENB are only those with which a comment period is associated. I did not figure that out from the website.

And I am clueless as to why Scott Kobyrn permits are related to JBI. I mean all stores at a mall probably have the same main address but does this somehow mean Macy's has anything to do with Chic-fil-A?
