Title V was never my issue-- I do not know how those that felt it met Title V feel now. Major -vs- Minor was never an issue in the way you are presenting it.
Major -vs- Minor in relation to State Facility Permit -vs- Registration Certificate because of the emissions that would need to be in compliance with Federal standards.
In a way, the CEO adds to the confusion by using the phrase "simple air permit." And then there was/is the loudest board proponents posting "no pollution."
Next, the tested emissions -vs- the maximum allowable will be spelled out in the permit. And yes there can be a wide gap between the 2.
Last the comment period-- I have to scratch my head here because if we both agree that a State Facility Permit is required, how is it that all other permit applications considered in 2010 for Region 9 had a comment period?
