Some never learn. AS previously abundantly noted,CWRN(which is South of Ensenada-Tijuana is north)is only 50 some miles from Ensenada with all but a few miles on the biggest interstate they have and therefore heavily patrolled,especially because Ensenada is a tourist destination for southern californians and tourism is important to the govt.
Besides as previously reported what would cartels want with "worthless"iron they cant sell or smoke?
