You have asked a number of good questions, but I agree with "the big guy" in that you likely will not find your answers on this board. I'll try to be of what little help I can (probably none).

Will this permit be specific to the feedstock that was used for the stack test?

I think this question is premature at this point. The scope of the permit is largely in the hands of the DEC. It is not uncommon for the issuing authority, such as the DEC, to impose conditions on the grant of a permit. If there is a particular feedstock that causes the DEC concern, I see no reason why the DEC could not limit or preclude use of that form of feedstock as a condition to the permit. I have no reason to believe that will be done, but I also have no basis to dismiss the possibility.

And if so, wouldn’t additional stack tests/permits be required for other feedstocks?

Again, I think this issue is left to the DEC. I don't think a separate stack test would be required for each type of plastic known to man. On the other hand, I don't see any reason why the DEC would be restricted to a limited stack test if that were the case. No, I don't think a separate permit would be required; the permits are comprehensive.

Will the processor’s “near diesel” output be going to the JBI blending facility for further refinement, or is it to be sold as is?

There has been talk of both possibilities. To my knowledge, the company has never limited itself to one option over the over.

Does JBI have a buyer lined up for the end product, if so, who?

I don't think the company has ever announced any contractual arrangements with buyers. I would think developments have been made to that end, but I have not seen any formal announcements.

Sorry I can't be more help.
