You need to read my post carefully - as you are incorrect - as the graph shows. The OHIO judgement was in Feb 2003, and the stock went up 5 times since - this can be easily verified on the graph below. Their value has also increased.

The stock only started going down when it failed to post their 2003 10K.

People will have to make a decision as to how HQNT can absorb the RAO fine, it it turns out to be true.
