Two pages of information about the company including address and contact information, eight pages of data to fill in with the stack test data, potential continuation sheets and even supporting documentation? How in the world does anyone ever manage to get a permit in the state of New York?

Granted that still probably isn't as long as my income tax paperwork but this is a startup company and Rome wasn't built in a day.

Again, we can argue until we're blue in the face whether or not five months is an excessive amount of time for the permitting process but in the end, the permit doesn't validate the company's value proposition--it's just another story, real or fictitious, on this road with no signage or description of the destination. We're hoping to get to the town of 'Permit' soon on our way to that ambiguous destination but I'm guessing there will be many more towns and detours along the way to nowhere.
