No it didn't. The date on the PR was July 2001, Q actually launched or was going to launch on something like Sept 8,2001 and we all know what happened a few days later...so all this was scrapped once again due to the increased risk following 911.
Frank always gets the crap bashed out of him for delays but there is usually a verifiable reason that is beyond his control for most of these.
